Simple file transfer from local directory to FTP

What is the simplest way to transfer an xls file from my local directory to an ftp location using Data Services.  Its a simple push of the file, no transformations required.  I also want to eventually have this done automatically, in which Data services will scan the location once a week to see if a file is there.
