Need a Max in Occurance

Hi experts,

I have a table

I want only the Max value in occurance for example in the above example out of 3 coloured different  SSN numbers, in the target i need only the underlined one,the first 9 digits remains the same, the last 4 digits keep changing

Any Suggesions Please
