I got error: ERROR: OCI call <OCIEnvCreate> for connection <> failed: <DEVTREPO_L1>. (BOD-1112172)

already install oracle:

Already set PATH,ORACLE_HOME

PATH: C:\app\USER\product\11.2.0\client_1\bin

ORACLE_HOME: C:\app\USER\product\11.2.0\client_1\bin;C:\Program Files (x86)\AMD APP\bin\x86_64;C:\Program Files (x86)\AMD APP\bin\x86;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;C:\Program Files (x86)\ATI Technologies\ATI.ACE\Core-Static;C:\Program Files (x86)\Bitvise SSH Client;C:\Program Files (x86)\Google\Google Apps Sync\;C:\Program Files (x86)\Google\Google Apps Migration\

Anybody can help me? What is my problem?
